This is an old rivet catcher from shipbuilding, which was used before welding.
Don't see many of these. I only know how they work from old movies. There was a man who heated the rivets up till they were red hot, than he would throw the rivet to a man who would catch the hot rivets with this. The rivet catcher would slide the hot rivet out the bottom and the rivetor would finsh the job. Not much rust, but bottom of the handle is not attached where it meets the metal cone. Really neat. Wonderful shape for it's age.
